West Bengal is set to intensify the enrolment of school students under the APAAR (Automated Permanent Academic Account Registry) framework, with the state planning a phased enrolment camp programme across districts and schools.
The Paschim Banga Samagra Shiksha Mission (PBSSM) has issued a detailed directive to District Education Officers (DEOs) regarding the organisation of APAAR Enrolment Camps. The instruction, issued through Memo No. 38 (24)/PBSSM-17011/7/2024-MIS SEC-PBSSM dated September 1, 2026, outlines the schedule, responsibilities of officials and schools, parental participation, daily enrolment targets and reporting arrangements.
The programme is designed to move from an initial district-level phase to a wider statewide campaign covering schools across West Bengal.
WB APAAR Enrolment Camp to start on September 2
According to the directive, the first phase of the statewide rollout will begin on Wednesday, September 2, 2026.
At least two schools in every district are expected to organise APAAR enrolment camps initially. At each selected school, the camp should involve at least two classes. Parents of the participating students are also expected to attend the camps.
The initial target may involve around 50 students from each of the two selected schools in a district. However, schools can accommodate more students on the first day if they have the capacity to do so.
The programme is not intended to remain limited to these initial schools. These camps are being treated as the starting point for a much larger enrolment exercise across the state.

Why APAAR enrolment is being expanded

School-wise Nodal Teachers are expected to receive further training as part of this process. The trained personnel will then help schools carry forward the enrolment work.
The objective is to create a trained support structure at the district, circle and school levels so that the enrolment process can be expanded without depending only on a small number of officials.

A major expansion of the APAAR enrolment drive is scheduled from September 10, 2026.

If a Block MIS Coordinator is unavailable, the Block Data Entry Operator may attend in their place.

This structure is intended to ensure that responsibility moves progressively from the state and district level to circles and individual schools.
Daily reporting through Google Sheets
The directive also introduces a reporting mechanism to track the progress of the enrolment drive.
A Google Sheet-based reporting system may be used by each DEO at the end of every day to monitor district-wise coverage.
DEOs are expected to collect and consolidate daily reports from different circles. Similarly, each SI will gather and compile reports from individual schools on a daily basis.
This reporting system will allow the authorities to monitor how many schools have participated, how many students have been enrolled, and how effectively the campaign is progressing across districts.

According to the communication, the State Project Director has been in telephonic communication with the Director, School Education Department, Ministry of Education, regarding the matter.
The state expects to receive the SOP, with the necessary approval from the Ministry of Education, by September 30, 2026.
Once received, the detailed step-by-step procedure is expected to be shared with the concerned authorities immediately.
This is significant because the present directive mainly establishes the framework for organising camps and expanding enrolment, while the final SOP is expected to provide detailed operational guidance for the complete APAAR ID creation process.
