Therefore, candidates should be cautious about relying on unofficial vacancy figures until the Commission officially announces them.

Candidates must also have the ability to read, write and speak Bengali. This requirement is not applicable to candidates whose mother tongue is Nepali. The prescribed qualification must be possessed by the closing date of submission of the application.

WBCS Executive Recruitment: Important Special Conditions for Certain Posts

Some posts have requirements beyond the general eligibility criteria.

For example, candidates appointed to the West Bengal Subordinate Land Revenue Service, Grade-I must have good working knowledge of Bengali. Nepali mother-tongue candidates are exempted from this requirement but have to pass a departmental Bengali examination within two years.

Selected candidates for this service will initially be appointed provisionally and must undergo six months of in-service training. Candidates who fail to apply themselves properly to the training or fail the training examination may be discharged without notice.

The Assistant Canal Revenue Officer post also comes with a distinct field-oriented nature. Officers may have to work in remote areas covering numerous villages and travel to Tahsil and Zilla offices, with cycling mentioned as a possible means of transport.

WBCS Executive Recruitment: Documents and Certificates Candidates Need to Know About

The accepted options listed in the advertisement include:

  • Madhyamik or equivalent certificate bearing photograph
  • Passport
  • PAN Card
  • EPIC/Voter Identity Card
  • Driving Licence
  • Any other ID proof issued by the State or Central Government

Candidates are advised to carry the same original photo ID to the examination venue.

Scribe and Compensatory Time for PwBD Candidates

The advertisement contains specific provisions for candidates with Benchmark Disabilities who have limitations in writing, including writing speed.

Eligible candidates may receive the assistance of a scribe. Candidates opting for their own scribe are required to provide the necessary details in the prescribed format. The scribe should generally have an educational qualification one step below that of the candidate.

For eligible PwBD candidates who have a limitation in writing and produce the required Appendix-I certificate, the Commission provides 20 minutes of compensatory time per hour.

The Appendix-I at the end of the advertisement is a certificate concerning physical limitation in writing and is to be issued by the appropriate medical authority.

WBCS Executive Recruitment: Examination Structure

The WBCS examination has a multi-stage selection process.

It consists of:

  1. Preliminary Examination
  2. Main Examination
  3. Personality Test

The Preliminary Examination is objective and MCQ-based. The Main Examination contains both objective MCQ-type and conventional-type papers. Candidates are shortlisted at each stage for progression to the next stage.

The advertisement makes one point particularly clear: Preliminary Examination marks are not counted for final selection. The Preliminary Examination functions as a screening test for selecting candidates for the Main Examination.

The final merit list will be prepared using marks obtained in the Main Examination and Personality Test together.

Negative Marking in WBCS

Candidates should be careful while answering MCQ questions because the advertisement confirms that there will be negative marking for every wrong answer in multiple-choice questions. The relevant instruction will also appear on the Question Booklet.

This makes accuracy an important part of preparation and examination strategy.

WBCS Executive Recruitment 2026: Category-Wise Qualifying Marks

The Commission has prescribed the following aggregate qualifying marks:

Category Qualifying Marks
UR 40%
EWS 40%
OBC 38%
SC 35%
ST 30%
PwBD 30%
MSP 40%

The aggregate is calculated from the marks obtained in the Written Examination and Personality Test together. The Commission also retains the power to relax qualifying marks if a considerable number of reserved-category posts remain unfilled.

Tie-Breaking Rules

If candidates obtain equal marks, the Commission has specified a sequence for breaking the tie.

Preference is first given to the candidate with higher marks in the Personality Test. If the tie remains, higher marks in the compulsory aggregate are considered. Further stages consider performance in the best three, best two and then the best compulsory paper. If the tie remains, preference is given to the candidate who is older.

Language of the Examination

Except for the language paper, answers in compulsory and optional papers may be written in English or Bengali, unless otherwise directed by the examination rules or question paper.

However, candidates must write all answers in a particular paper in one and the same language.

WBCS Executive Recruitment: Preliminary Examination Centres

The advertisement lists the following preliminary examination centres and codes:

  • 11 Kolkata
  • 12 Baruipur
  • 13 Diamond Harbour
  • 14 Barrackpore
  • 15 Barasat
  • 16 Howrah
  • 17 Chinsurah
  • 18 Burdwan
  • 19 Durgapur
  • 20 Medinipur
  • 21 Tamluk
  • 22 Bankura
  • 23 Purulia
  • 24 Jhargram
  • 25 Suri
  • 26 Krishnanagar
  • 27 Berhampore
  • 28 Malda
  • 29 Balurghat
  • 30 Raiganj
  • 31 Jalpaiguri
  • 32 Alipurduar
  • 33 Coochbehar
  • 34 Siliguri
  • 35 Kalimpong
  • 36 Darjeeling

The Commission may allot an adjacent centre if it is unable to accommodate a candidate at the centre selected by them.

There are also special provisions for Darjeeling and Kalimpong. Only ST candidates of Darjeeling district and candidates from Darjeeling Sadar, Mirik and Kurseong sub-divisions can appear at the Darjeeling centre, while candidates from Kalimpong district can appear at the Kalimpong centre.

Choosing Your Group and Service Preference

Candidates can apply for one or more groups, but the group choice must be entered correctly in the application.

Once candidates are called for the Personality Test, they will have to provide their order of preference for the posts or services included in the groups for which they applied. The preference submitted at that stage is treated as final and cannot subsequently be changed.

The Commission will allot candidates according to merit and available vacancies while considering their preferences as far as practicable. However, the Commission retains the right to allot a candidate to any service or post for which they are a candidate, subject to fitness and vacancies.

This is an important point for applicants because simply being eligible for a particular service does not automatically guarantee recommendation for that service. Candidates must indicate the relevant preference.

Important Examination Rules Candidates Should Remember

The advertisement contains several strict instructions.

Candidates must follow the directions of supervisors and invigilators. Violating examination rules or engaging in improper conduct can lead to expulsion and other disciplinary action.

A valid Admit Card is mandatory for appearing in the examination. Admission remains provisional until eligibility is finally determined. If a candidate is subsequently found ineligible, candidature can be cancelled.

Mobile phones, smart watches, Bluetooth devices and other communication devices are not permitted inside the examination premises. The Commission will arrange frisking at entry points, and violation can result in disciplinary action and bans from examinations.

Candidates must also appear at the venue mentioned on their Admit Card. They will not be admitted to a different venue.

Beware of Identity Disclosure in Answer Scripts

Candidates should be extremely careful not to reveal their identity in an answer script.

The Commission states that if a candidate writes their name, roll number or any identifying mark in a particular paper, 10% of the full marks of that paper will be deducted.

This is a small instruction with potentially serious consequences, so candidates should follow the prescribed answer-writing format carefully.

What Happens After Selection?

Selection does not immediately end the verification process.

Candidates recommended for appointment must undergo a medical examination before a Medical Board for certification of fitness for government service.

They must also undergo antecedent verification by the concerned police authorities. An adverse report may result in cancellation of candidature.

The Commission also has a strict rule against canvassing. Any attempt to seek support for an application through people, government officials or agencies can disqualify a candidate from appointment.

Edit Window: A Step Candidates Should Not Ignore

The Commission will provide an Edit Window during which applicants will be permitted to make changes to certain fields.

Candidates are advised to check all information carefully and take a printout of the application form to identify discrepancies. The Edit option can be used only once during the specified period, and no request for changes will ordinarily be entertained after the Edit Window closes. Required documents mentioned in the advertisement must also be uploaded during the Edit Window.

WBCS Executive Recruitment: Key Takeaways for Aspirants

The WBCS 2025 advertisement makes it clear that this is not simply an examination based on clearing the Preliminary stage. The Preliminary Examination is only a screening stage, while the Main Examination and Personality Test determine the final merit position.

Candidates should therefore approach preparation as a complete selection process rather than focusing exclusively on the Preliminary Examination.

Before applying, applicants should carefully verify:

  • Their educational qualification
  • Age and applicable relaxation
  • Bengali language eligibility
  • Group-wise eligibility
  • Category certificate requirements
  • Photo ID details
  • Service and group preferences
  • Application information
  • Examination centre choice
  • Documents required during the Edit Window

Most importantly, candidates should rely on the official PSC notification and subsequent official updates for application dates, vacancy numbers and other information that the advertisement says will be notified later.

The WBCS 2025 recruitment notification opens the door to a wide range of West Bengal government services, from the West Bengal Civil Service and Police Service to revenue, development, social welfare, correctional, consumer affairs and other administrative positions.

The notification also makes several things clear: vacancies are yet to be announced, the Preliminary Examination will only screen candidates for the Main Examination, negative marking will apply to MCQs, and final selection will be based on the Main Examination and Personality Test.

For serious aspirants, the best approach is to read the complete advertisement and the applicable Scheme & Syllabus carefully, check eligibility before submitting the form, and keep all certificates and identification documents ready well before the relevant deadlines.
