WB New Rules From November 1, 2026: Several financial and administrative updates are in focus from November 1, 2026. These changes may affect household budgets, bank depositors, pensioners, and income tax taxpayers across India.
From LPG cylinder price revisions to fixed deposit interest rates, pension life certificate submissions and income tax return deadlines, there are several important developments that people should keep an eye on.
Based on the five images shared, this article covers the four major areas highlighted in the reports. However, not every change shown in the social media graphics should be treated as a confirmed nationwide rule. In particular, LPG prices and bank interest rates depend on official announcements by the respective authorities and institutions.
LPG Cylinder Prices: Commercial Gas Becomes Costlier (WB New Rules From November 1)
One of the most noticeable changes from November 1 concerns LPG cylinder prices.
Oil marketing companies have increased the price of the 19-kg commercial LPG cylinder by Rs.10 in Delhi, taking it to Rs.2,820. The increase affects hotels, restaurants, catering businesses and other commercial establishments.
However, there is some relief for household consumers. The price of the 14.2-kg domestic LPG cylinder has remained unchanged.
This means families using domestic cooking gas will not face an additional price burden from this particular revision, while commercial users will have to pay more. Prices may vary between cities because of local taxes.
Fixed Deposit Interest Rates: ICICI Bank and Indian Bank Updates
Fixed deposit investors should also check the latest interest rates offered by their banks.
Indian Bank has revised interest rates on selected special-term retail deposits. According to its official rate information, the following changes are applicable from October 23, 2026:
| Special FD scheme | Earlier rate | Revised rate |
| IND GROW (555 days) | 6.65% | 6.80% |
| IND Prosper (777 days) | 6.60% | 6.75% |
These are general-citizen rates for eligible retail deposits below Rs.3 crore. Old citizens and super old citizens receive higher rates under the applicable terms.
ICICI Bank has also updated its FD interest rate schedule, effective October 24, 2026. The bank’s official rate table lists different rates depending on deposit tenure, customer category and premature withdrawal conditions.
What should depositors do?
Before opening a new FD or renewing an existing one, customers should compare:
- Interest rates for different deposit periods.
- Additional benefits for old citizens.
- Premature withdrawal conditions.
- Minimum deposit requirements and applicable TDS.
Remember, FD interest rates are bank-specific, not a single new government-mandated rate applicable to all banks.

Pensioners Must Submit Life Certificate by November 30 (WB New Rules From November 1)
November is particularly important for government pensioners because of the annual life certificate submission.
Pensioners below 80 years of age can submit their annual life certificate between November 1 and November 30, 2026.
For super old citizens aged 80 years and above, the submission window began on October 1.
The life certificate is essential to establish that the pension beneficiary is alive and eligible to continue receiving pension payments. Failure to submit it within the prescribed period can lead to disruption in pension payments.
How can pensioners submit their life certificate?
There are several options:
- Visit the pension-disbursing bank branch.
- Use the Jeevan Pramaan application.
- Complete digital life certificate verification through face authentication on a compatible smartphone.
- Use an available doorstep banking service, subject to eligibility and service availability.
Pensioners can visit the official Jeevan Pramaan portal for further information.
Income Tax Return: Important December 31 Deadline
Income tax taxpayers should pay close attention to the different filing deadlines for Assessment Year 2026-27.
There is an important distinction between the original filing deadline and the deadline for submitting a belated return.
According to the Income Tax Department:
- The regular deadline for eligible salaried individuals filing ITR-1 and ITR-2 was July 31, 2026.
- The deadline for specified audit-category taxpayers was extended from October 31 to November 21, 2026.
- Eligible taxpayers who missed their original filing deadline can file a belated return by December 31, 2026, subject to applicable conditions.
The late filing fee is generally Rs.1,000 for taxpayers whose total income does not exceed Rs.5 lakh and Rs.5,000 for other taxpayers.
Therefore, December 31 should not be treated as a fresh regular ITR deadline for everyone. Taxpayers should check which category applies to them.

- GST Rules: Changes in Post-Supply Discounts and Refunds
Apart from household expenses and banking, certain GST provisions have also changed from November 1, 2026.
The amendments under the Finance Act, 2026 cover important areas of the Central Goods and Services Tax (CGST) Act.
The key changes include:
- Post-supply discounts: Revised provisions clarify when discounts given after a supply can be excluded from the taxable value.
- Credit notes: Suppliers can issue credit notes for qualifying post-supply discounts, subject to prescribed conditions.
- Input Tax Credit: The recipient must reverse the corresponding input tax credit attributable to the eligible discount.
- GST refunds: Changes have been made to provisions governing provisional refunds and certain unutilised input tax credit claims.
These changes are particularly relevant to businesses, GST-registered suppliers, exporters and tax professionals. They do not mean that GST rates on all products have changed from November 1.
What Should People Keep in Mind From November 1?
Here is a quick overview of the important developments:
| Category | Important update |
| Commercial LPG | Rs.10 increase in Delhi for 19-kg cylinder |
| Domestic LPG | No price change |
| Indian Bank FD | Selected 555-day and 777-day rates revised |
| ICICI Bank FD | Updated interest rate schedule |
| Pensioners | Life certificate submission from November 1 to 30 for those below 80 |
| ITR filing | December 31 belated return deadline for eligible taxpayers |
| GST | Revised provisions on discounts, credit notes and refunds |
November 2026 brings several important financial updates that deserve attention. While commercial LPG users may face higher operating costs, domestic LPG consumers have received some relief as household cylinder prices remain unchanged.
At the same time, bank customers should check the latest FD rates before investing, pensioners should complete their life certificate submission within the prescribed period, and taxpayers should avoid missing their applicable income tax deadlines.
The most important thing is to understand which changes actually apply to you rather than assuming every new rule affects every citizen.
