Kerala Oommen Chandy Scheme 2026: After the massive victory of the Congress-led UDF government in Kerala, one of the biggest expectations among the public was the launch of the “Oommen Chandy Health Insurance Scheme 2026.”

Before the election, Rahul Gandhi announced this scheme as one of the key “Indira Guarantees” promised to the people of Kerala. The proposal created a huge discussion because it promised health insurance coverage of up to 25 lakh per family every year.

However, despite the election victory, the scheme has still not officially started. No government order has been issued yet, and no registration portal is currently active. As a result, many people in Kerala are now asking an important question:

“Why is the scheme still delayed even after Congress formed the government?”

What is the Oommen Chandy Health Insurance Scheme?

The scheme has been proposed in memory of former Kerala Chief Minister Oommen Chandy. According to campaign announcements, this could become one of the biggest public health insurance schemes in Kerala’s history.

    Proposed benefits may include:

    • Up to 25 lakh health insurance coverage per family annually
    • Cashless treatment facilities
    • Coverage in both government and private hospitals
    • Major surgeries and ICU treatment support
    • Family-wide insurance inclusion

Why Has the Scheme Not Started Yet?

This is currently the biggest concern among the public.

Although the UDF alliance won the election, several political and administrative processes are still ongoing:

    • Delay in finalising the Chief Minister position
    • Cabinet formation discussions
    • Budget planning and financial allocation
    • Administrative restructuring after the election

Because of this, several “Indira Guarantee” promises are reportedly still “in limbo.”

Political observers believe the government first wants to assess the financial burden and implementation structure before officially launching such a massive healthcare programme.

Could Kerala Follow Rajasthan’s Chiranjeevi Model?

Policy experts believe the proposed Kerala scheme may take inspiration from Rajasthan’s:

    Mukhyamantri Chiranjeevi Health Insurance Scheme

If Kerala follows a similar model, the government may need to:

    • Create a massive beneficiary database
    • Empanel private hospitals
    • Develop digital verification systems
    • Build family-based healthcare records

We are closely tracking updates from the:

    • Kerala State Health Agency (SHA)

What Health Insurance Scheme Exists in Kerala Right Now?

    Currently, Kerala already operates:

    Karunya Arogya Suraksha Padhathi

This existing scheme provides health coverage of around ₹5 lakh for economically vulnerable families.

If the new Oommen Chandy scheme is implemented, it would become significantly larger than the current programme.

Is Public Frustration Growing Over the Delay?

Yes, discussions on social media and local political forums indicate that some public frustration is slowly increasing.

    Many people are asking:

    • “Why was the promise made before elections if implementation is delayed now?”
    • “When will the official guidelines be released?”
    • “When will applications begin?”

However, political analysts say the new government is still in the early administrative transition phase, and major welfare announcements may come after the first cabinet meeting.

    Who May Be Eligible?

The government has not released final eligibility rules yet, but expected requirements may include:

    • Permanent residency in Kerala
    • Aadhaar Card
    • Ration Card
    • Mobile number
    • Address proof

People are being advised to keep these documents ready in advance.

    How Can People Apply?

At present, there is no official application portal.

However, the expected future process may look like this:

    1. Official government notification released
    2. Online registration portal launched
    3. Aadhaar and ration card verification
    4. Beneficiary approval process
    5. Digital insurance card generation

    Expected official websites:

    • Kerala Government Portal
    • Kerala State Health Agency

Other Congress “Indira Guarantee” Promises in Kerala

Apart from the health insurance scheme, the Congress-led alliance also promised:

    • Free bus travel for women
    • Financial support for female college students
    • Increase in welfare pensions up to 3,000
    • Interest-free loans for youth entrepreneurs
    • Separate ministry for senior citizens

The implementation of these promises is also being closely watched by the public.

    Current Status Summary

    Topic Current Status
UDF won the Kerala election Yes
Chief Minister finalised Still under process
    Scheme officially launched No
    Application portal active No
    Proposed insurance coverage 25 lakh
Existing Kerala health scheme 5 lakh coverage
    Expected beneficiaries Kerala families

The “Oommen Chandy Health Insurance Scheme 2026” is no longer just a welfare promise. It has now become a major test of the new government’s credibility and delivery capacity.

The people of Kerala are now waiting for the first major cabinet decisions, where the government may finally clarify whether this ambitious 25 lakh healthcare promise will soon become reality or remain a delayed political commitment.
