Kerala ‘Indira Guarantee’ Welfare Schemes: What Are the Major ‘Indira Guarantee’ Promises?
The UDF manifesto included several welfare schemes aimed at women, students, old citizens, and young entrepreneurs. Some of the major promises include:
- Free KSRTC bus travel for women
- Rs 1,000 monthly financial aid for female college students
- Welfare pension increased to Rs 3,000
- Rs 25 lakh health insurance under the ‘Oommen Chandy Arogya Insurance’ scheme
- Rs 5 lakh interest-free loans for young entrepreneurs
The manifesto also mentioned:
- A dedicated department for old citizens
- Scholarship loan support for higher education in India and abroad under the “K R Narayanan” scheme
- Accident insurance for auto and taxi drivers
Women Commuters Await—A Glimmer of Relief
For people like Kumari, a fishmonger from Varapuzha, this promise holds profound significance. Every day, well before sunrise, she travels nearly 15 kilometers to reach Kalamassery with a singular objective: to sell fish by going door-to-door. A substantial portion of her meager daily earnings is consumed by commuting expenses.
The proposed scheme—offering free travel on KSRTC buses—could significantly alleviate the financial burden on women who rely on public transportation daily for work, education, and medical needs.
During its election campaign, the Congress party extensively promoted this initiative; it drew inspiration for this endeavor from similar welfare models implemented in Karnataka and Telangana following the Congress party’s rise to power in those states.
The Delay Is Viewed as Administrative, Not Political
Congress leaders have clarified that this delay is purely a procedural matter; it is not a sign of backtracking on their commitments. Citing the examples of Karnataka’s ‘Shakti’ scheme and Telangana’s ‘Mahalakshmi’ scheme, party representatives demonstrated just how swiftly such welfare programs can be implemented following the formation of a government.
According to party leaders, Kerala’s Transport Department has already commenced preliminary preparations. Various reports indicate that KSRTC conductors have been instructed to introduce a gender-based ticketing format within the electronic ticketing system—a move many view as a preliminary administrative step toward launching this free travel initiative.
